アメリカ国民の1/4が、スーパーファンド法に指定された土地から4マイル(約6.5km)以内に暮らしています。この土地は、国内で排出された最も有害な廃棄物の一部が投棄されている、管理されていないもしくは放棄された土地です。市民の健康と地域社会にあるさまざまな環境を保全するため、これらのグループは企業や政府に責任を取らせることを目指しています。彼らは、危険物質、核物質あるいは有害廃棄物の浄化に向けて活動を進める一方、こうした物質の使用抑制あるいは排除を目指した前向きな政策転換を支持しています。
